JLT Construction is a licensed general contractor based in Garibaldi, Oregon, serving all of Tillamook County. Founded in 1984, we specialize in custom home construction, commercial builds, and renovations built to withstand the demands of coastal living — from ground-up new construction to exterior waterproofing, framing, siding, and interior finish work.

Chuck Boomer
Chuck Boomer grew up in Tillamook County and graduated from Tillamook High School in 1999 before enlisting in the Air Force, where he served for four years as a veteran of two foreign wars. After his service, he returned home to join the family construction business — originally founded by his stepfather, who has been building on the Oregon Coast since 1985 — and eventually took over as owner, carrying on four decades of craftsmanship and coastal expertise.
Today Chuck leads JLT Construction as a licensed general contractor serving all of Tillamook County. His specialty is coastal construction — the kind that holds up against the rain, wind, and salt air that defines life on the Oregon Coast. From excavation to final finishing touches, Chuck stays current on the best techniques in exterior waterproofing, framing, siding, and interior woodwork detail. Recent projects include the Bayview Apartments in Garibaldi (2024) and the upcoming Miami Cove Subdivision — a 7-home custom development that will bring new residential inventory to the Garibaldi waterfront.
Chuck communicates directly with clients and subcontractors throughout every project, keeping jobs on track and expectations clear. When he is not on a job site, you will find him traveling, hunting, or spending time with his dog.
